凝聚全球共识 共筑和平未来：国际爱国公约组织（IPPO）论坛在日内瓦成功举办

　　On April 7. International Patriotic Pact Organization (IPPO) Forum was successfully held at the United Nations Office at Geneva. As the first practical implementation following the establishment of the IPPO organizational procedures and the nation’s rights to development review mechanism, the forum centered around seven items of standing agendas, attracting representatives from the missions to United Nations Office at Geneva of countries, IPPO Initiators, non-governmental organizations (NGO), experts, scholars, and individuals from various sectors to gather and inject new momentum into the international community's collective efforts to address global challenges.

　　论坛开幕式上，IPPO发起人崔国卫先生发表主旨演讲。他强调，IPPO自成立以来秉持“爱国不能牺牲他国利益”的核心理念，致力于推动《国际爱国公约》获得国家参与和签署，构建公平、公正、包容的全球治理新体系。他指出，真正的爱国主义绝非以邻为壑的短视之举，而是推己及人的远见卓识。

　　At the opening ceremony of the forum, Mr. Cui Guowei, the President of IPPO, delivered a keynote speech. He emphasized that since its inception, IPPO has adhered to the core philosophy of "love our own country, cannot sacrifice the interests of other countries," committed to promoting the adoption and signing of the International Patriotic Pact by countries, and building a new global governance system that is fair, just, and inclusive. He pointed out that genuine patriotism is not a short-sighted act of benefiting oneself at the expense of others but a far-sighted vision of extending one's concerns to others.

　　作为IPPO规则确定后的首次会议，本次论坛将确立常会标准化流程模式作为核心任务之一。会议详细介绍并确立了IPPO组织架构、运行机制及项目议程设置，为未来会议规范化、标准化运作奠定了坚实基础。这一创新机制不仅提升了论坛运作实效，还为全球治理体系建设中民间社会组织的参与提供了有益借鉴。

　　As the first meeting after the establishment of IPPO rules, one of the core tasks of this forum was to establish a standardized process model for regular conferences. The meeting detailed and established the organizational structure, operational mechanisms, and project agenda settings of IPPO, laying a solid foundation for the future standardized and normalized operation of meetings. This innovative mechanism not only enhances the operational effectiveness of the forum but also provides a useful reference for the participation of civil society organizations in the construction of the global governance system.

　　在IPPO专家报告环节，中医药对2030年可持续发展目标的贡献成为世界卫生日当天IPPO专家报告的主要议题。来自不同领域的专家学者围绕这一主题展开了深入探讨，分享了中医药在促进可持续发展方面的研究成果与实践经验，为全球可持续发展贡献了独特的智慧。

　　During the IPPO expert report session, the contribution of traditional Chinese medicine (TCM) to SDG3 in 2030 became the main topic on World Health Day. Experts and scholars from different fields engaged in in-depth discussions on this topic, sharing research findings and practical experiences of TCM in promoting sustainable development, and contributing unique wisdom to global sustainable development.

　　会议审议并通过了IPPO与塞尔维亚媒体教育中心、布隆迪爱国公约组织联名提交的《关于美国第四次普遍定期审议的利益相关方报告》，并提交至联合国人权高专办。此务实举措充分展现了IPPO推动全球人权事业的坚定立场，凸显了审议机制在维护国际公平正义方面的重要作用。与会代表一致认为，唯有通过平等对话与建设性监督，才能实现全球人权事业的共同进步。

　　The meeting reviewed and adopted the "Stakeholder Report on the Fourth Universal Periodic Review of the United States" jointly submitted by IPPO, the Media Education Center of Serbia, and the Pact Patriotique du Burundi, and submitted it to the United Nations High Commissioner for Human Rights. This pragmatic move fully demonstrates IPPO's firm stance in promoting the global human rights cause and highlights the important role of the review mechanism in safeguarding international fairness and justice. Participants unanimously agreed that only through equal dialogue and constructive supervision can common progress in the global human rights cause be achieved.

　　IPPO秘书处在2024年10月至2025年3月期间，共收到来自喀麦隆、沙特阿拉伯、肯尼亚、巴基斯坦等4国IPPO发起人的国别机构申请，在提交这些申请的非政府组织中，秘书处建议批准喀麦隆发起人的国别机构申请;其他三份申请因“资料不完整”推迟至2025年秋季会议再行审议。喀麦隆国别机构的批准，标志着IPPO第一家国别机构正式确立。这一里程碑事件加速了IPPO全球化进程，彰显了其以区域化推动全球化的战略布局。未来，IPPO将继续深化与各国非政府组织及社会各界的合作，为更多国家和地区的和平、稳定、发展与人权事业贡献力量。

　　From October 2024 to March 2025. the IPPO Secretariat received national institution applications from IPPO Initiators in four countries, including Cameroon, Saudi Arabia, Kenya, and Pakistan. Among the NGOs submitting these applications, the Secretariat recommended approving the application from the Cameroon; the other three applications were postponed for review at the autumn session of 2025 due to "incomplete materials." The approval of the Cameroonian national institution marks the official establishment of the first IPPO national institution. This milestone event accelerates the globalization process of IPPO and demonstrates its strategic layout of promoting globalization through regionalization. In the future, IPPO will continue to deepen cooperation with NGOs and various sectors in different countries to contribute to peace, stability, development, and the human rights cause in more countries and regions.

　　1.组织和程序事项：确立标准化流程模式，推动会议规范化运作，提高会议效率与质量。

　　Organizational and procedural matters: Establishing a standardized process model to promote the normalized operation of meetings and improve meeting efficiency and quality.

　　2.IPPO国家发展权利专家报告：聚焦中医药议题，为可持续发展提供多元视角和解决方案，贡献可持续发展智慧。

　　IPPO Nation’s Rights to Development Expert Report: Focusing on TCM issues to provide diverse perspectives and solutions for sustainable development and contribute sustainable development wisdom.

　　3.其他国家发展权利状况：通过审议相关报告，深入了解美国发展权利的实践情况，践行全球人权承诺，推动全球人权事业的发展。

　　Other nation’s rights to development situations: Through reviewing relevant reports, gaining a deeper understanding of the practice of development rights in the United States, practicing global human rights commitments, and promoting the development of the global human rights cause.

　　4.IPPO分支机构审批：喀麦隆IPPO国别机构的批准是IPPO全球化布局的重要一步，将进一步扩大IPPO的影响力和辐射层面。

　　IPPO Branch Approval: The approval of the Cameroonian IPPO national institution is an important step in IPPO's globalization layout, further expanding IPPO's influence and radiation sphere.

　　5.IPPO年度报告及审查：总结过去一年的工作经验和成果，分析存在的问题和不足，为未来的工作规划提供参考。

　　IPPO Annual Report and Review: Summarizing the work experience and achievements of the past year, analyzing existing problems and deficiencies, and providing references for future work planning.

　　6.《国际爱国公约》倡议行动和现状：呼吁更多国家参与并签署《国际爱国公约》，共同推动全球和平、稳定、发展与人权事业，共筑和平未来。

　　The Initiative and Status of the International Patriotic Pact: Calling for more countries to participate in and sign the International Patriotic Pact, jointly     promoting global peace, stability, development, and the human rights cause, and building a peaceful future together.

　　7.表彰支持和赞助：对为IPPO发展做出贡献的组织和个人进行表彰，致敬贡献者，凝聚奋进力量，激励更多人参与到全球治理的伟大事业中来。

　　Recognition and Sponsorship: Recognizing organizations and individuals who have contributed to the development of IPPO.

　　论坛闭幕后，印度、摩洛哥、孟加拉等国多个非政府组织纷纷签约《国际爱国公约倡议》，加入国际爱国公约组织。崔国卫先生代表IPPO向所有支持者致以诚挚感谢，呼吁更多有志之士加入推动全球和平、稳定、发展与人权的伟大事业。他表示，IPPO将继续秉持“开放、包容、合作、共赢”理念，以国际爱国公约倡议为指引，携手全球伙伴，共同书写和平、稳定、发展与人权事业新篇章。

　　After the conclusion of the forum, some NGOs from countries such as India, Morocco, and Bangladesh signed the International Patriotic Pact Initiative and joined the International Patriotic Pact Organization. Mr. Cui Guowei, on behalf of IPPO, expressed sincere gratitude to all supporters and called for more visionary individuals to join the great cause of promoting global peace, stability, development, and human rights. He stated that IPPO will continue to adhere to the philosophy of "openness, inclusiveness, cooperation, and win-win," guided by the International Patriotic Pact Initiative, and work hand in hand with global partners to jointly write a new chapter in peace, stability, development, and the human rights cause.

　　The IPPO Forum concluded successfully, not only injecting new momentum into the reform of the global governance system but also practically interpreting the profound connotation of "love our own country, cannot sacrifice the interests of other countries."
